In 1985, just months before the approval of the famous law on the protection of the Italian landscape Galasso, Parliament approved the first building amnesty law proposed by one of the last center-left governments. He said he would be the first and last. After nine years, in 1994, the first Berlusconi government approval brings the second building amnesty. Even then it was said that would be the last. In 2003 another amnesty offered by the same majority. So far there are three laws of building amnesty approved by Parliament, and oddly enough was not provided any statements to the public on how many questions have been submitted, how many buildings have been forgiven, how many hectares of farmland have been gobbled up by development, what is the economic balance of the three laws. We are a country in which the State has the power and authority to enforce laws, from urban planning, namely the rules that outline the future of cities. Ruin of Italy and China does not seem to stop: it seems that is permeating the culture of unauthorized public administrations. From the primitive squatting of 'necessity', that of a poor country struggling to become modern, we are in fact passed the initiative of the State itself to delete every rule. In 2009 the Berlusconi government announces the "House plan" with which you can increase the volumes of the buildings without regard to any planning rule. At the same time, for the preparation of world swimming and delG8 to Mary Magdalene, becomes the model for a derogation from the rules even landscaping and protection of waterways. Incidents of this kind are unthinkable and unknown in all other European countries. It is urgent to ask what is the dark evil that does not allow Italy to become a country where the rules are complied with.
